Sheild of Judgement is only available for capping in Prophecies.

But if you're talking about levelling a monk to 20 to become a 55, then Factions is your best bet to level quickly. It has lots of easily complete high experience quests to do early on, making levelling very quick.

u can make a 55 in every campaign. all have armor crafters & rune traders, and u can buy that -50 hp offhand for little money

if you mean skills then its a bit more tricky. as stated above Shield of Judgement can only be capped in Prophecies, but there are other viable damage dealers out there:

Spiteful spirit
Sliver armor
Ancestor's Visage / Sympathetic visage (depends on where u farming or it wont be a damage dealer)
